A Program to Develop Citizenship in Colombia (2002-2010)

As a part of the educational policy to improve quality, the Ministry of Education of Colombia included the development of citizenship competence as a consideration of equal importance to literacy, math or science. This policy was part of a broader objective of addressing the conflict the country has been suffering for many years. A program portfolio helped schools with strategies for developing citizenship competence, and was accompanied by standards for different levels and efforts to assess competence development.

Speaker Biography: Cecilia Maria Velez was the Minister of Education of Colombia from 2002 to 2010. She has also been Secretary of Education of Bogotá from 1998 to 2002. At the local and at the national level, she has led programs to develop citizenship within the education sector.
